CULLMAN COUNTY COMMISSION MEETING
January 10, 2012

CALL TO ORDER AND WELCOME
Chairman James Graves called the Commission Meeting to order at 10:06 a.m. and welcomed the visitors.

CALL OF ROLL TO ESTABLISH QUORUM, INVOCATION AND PLEDGE OF ALLEGIANCE
The County Clerk called the roll; present were Chairman James Graves, Commissioner Darrell Hicks, Commissioner Stanley Yarbrough and County Attorney Tim Culpepper.  The invocation was given by Randall Waldrep.   Buchanan Jackson led the Pledge of Allegiance.

APPROVE MINUTES OF THE DECEMBER 22, 2011 MEETING, APPROVE APPROPRIATIONS, EXPENDITURES, REQUISITIONS, TRAVEL EXPENSES; AND APPROVE ALL JOURNAL ENTRIES TO BE POSTED.
Commissioner Yarbrough made the motion to approve the minutes from December 22, 2011 Commission Meeting, approve appropriations, expenditures, requisitions, travel expenses and approve all journal entries to be posted.  Commissioner Hicks seconded the motion which passed on a unanimous voice vote.

PUBLIC COMMENTS
Melanie Sharp requested that County Road 1279 be accepted into the county maintenance system.  Chairman Graves asked her see the County Attorney following the meeting for the process which will be necessary for the road’s acceptance.

NEW BUSINESS
Public recognition of volunteers from the Bremen area
Chairman Graves stated the Commission has been requested by some residents in the Bremen area for the public recognition of those who volunteered following the April tornado.  He stated the Commission is more than happy to recognize the efforts of the community for their volunteerism.  Commissioner Yarbrough acknowledged the volunteers from throughout the county and thanked them for all they did to assist in the storm cleanup.

Resolution 2012-14 – Lift weight restriction on County Road 109
Fred Penn, County Engineer, stated County Road 109 was resurfaced several weeks ago and the asphalt surface needed some time to cure.  A weight restriction was placed on the road.  He now feels the road is able to bear additional weight loads.  Commissioner Yarbrough made a motion to lift the weight restriction on County Road 109.  Commissioner Hicks seconded.  The motion passed on a unanimous voice vote.

Consider awarding bid for the repainting of the Shelton Grove and Brushy Pond water storage tanks
Randall Waldrep, Water Department Manager, stated five (5) bids were received for the repainting of the Shelton Grove and Brushy Pond water storage tanks.  Each tank will take approximately three months to complete. The low bidder was Walker Brothers from Cullman.  They have done work previously for the County and he recommended awarding the bid to them.  Commissioner Hicks made a motion to award the bid to Walker Brothers.  Commissioner Yarbrough seconded the motion which passed on a unanimous voice vote.

Consider awarding bid for the waterline upgrade on State Hwy 69 and County Road 222
Chris Cousins with Municipal Consultants stated the project is to replace old PVC pipe mainly along Hwy 69.  Twelve (12) bids were received with Apel Machine and Supply Co., Inc. having the low bid.  Commissioner Hicks made a motion to award the bid for waterline upgrades to Apel Machine and Supply.  Commissioner Yarbrough seconded.  The motion passed on a unanimous voice vote.

Consider County Road 295, located in District 2, for acceptance into the county maintenance system.
Keith Creel, Assistant Engineer, stated County Road 295, located in the Goodwin-Mills subdivision, was completed in October 2010.  The County requires a road to be maintained for one year before acceptance into the maintenance system.  When the road was inspected in October 2011, there were some areas that needed repair.  The County Engineer inspected the road again yesterday and all repairs have been completed.  Commissioner Yarbrough made a motion to accept County Road 295 into the county maintenance system.  Commissioner Hicks seconded the motion which passed on a unanimous voice vote.

Commissioner Yarbrough made a motion to surplus the dump trucks.  Commissioner Hicks seconded.  Upon a unanimous voice vote, the motion passed.

 

Ratify the following personnel actions:

New Hire:        Christopher A. Pitts                 Sheriff Department                      James Shannon Taylor            Sanitation - Fulltime-Temp    

Commissioner Hicks made a motion to ratify all personnel actions.  Commissioner Yarbrough seconded the motion which passed on a unanimous voice vote.

The next NARCOG meeting will be January 25, 2012 at 10:00 a.m. at the Decatur office of NARCOG.

NEXT REGULAR COMMISSION MEETING THURSDAY, JANUARY 26, 2012
Chairman Graves announced the next commission meeting will be Thursday, January 26, 2012 at 10:00 a.m. in the Commission Meeting Room.   

 ADJOURN THE MEETING
Commissioner Yarbrough made a motion to adjourn the meeting. Commissioner Hicks seconded the motion. Chairman Graves adjourned the meeting at 10:19 a.m.
